Marc Leib

Dr. Leib recently retired from the Arizona Health Care Cost Containment System, Arizona’s Medicaid Program, where he served as its Chief Medical Officer for over ten years. Prior to that he worked at a law firm in D.C. specializing in health law issues involving HIPAA, the Centers of Medicare and Medicaid Services and the FDA. Dr. Leib currently serves on many boards and national committees for a number of organizations, including the American Society of Anesthesiologists.
Marc Leib is both a physician and an attorney. He has a history of strong leadership in Arizona's medical community. He is passionate about improving the healthcare system for everyone. Dr. Leib is the former Chief Medical Officer of the Arizona Health Care Cost Containment System (AHCCCS), Arizona’s Medicaid Program. He determined the clinical policies governing the care provided to over 1.5 million Arizona residents in AHCCCS. Dr. Leib was the longest serving CMO in AHCCCS history, having served in that position for just over ten years.
Dr. Leib, an anesthesiologist by training, practiced medicine for over twenty years. Most of those years were in Tucson, Arizona, where he helped grow an anesthesiology practice from twelve, to over sixty members. During this time, he was very active in the medical community. Dr. Leib served as the Chair of the Department of Anesthesia for six years in one of the large hospitals in Tucson. He also participated in the Arizona Society of Anesthesiologists (AzSA) and the Arizona Medical Association (ArMA), eventually leading both organizations as president.
During Dr. Leib's last few years of active practice he attended the University of Arizona College of Law. Upon graduation, he worked at a large law firm in Washington, D.C., primarily on health law issues involving the Centers of Medicare and Medicaid Services and the Food and Drug Administration.
Upon his return to Arizona to run AHCCCS, Dr. Leib remained highly visible in the medical community, serving on numerous national committees for the American Society of Anesthesiologists, and chairing one of the organization’s largest committees. He also very active in the American Medical Association/ Specialty Society RBRVS Update Committee, commonly known as the RUC. Dr. Leib chaired the Medicaid Medical Directors Network, which is a national organization of Medicaid Medical Directors and Chief Medical Officers from each Medicaid program. At the local level, he remains active in both ArMA and AzSA.
Dr. Leib received his Juris Doctor Summa Cum Laude from the University of Arizona College of Law, Doctor of Medicine from the University of Arizona College of Medicine and his undergraduate degree, a Bachelor of Science with Honors—Electrical Engineering, from Stanford University.
Dr. Leib balances his professional life with a number of personal activities, including kayaking, hiking and reading. He also enjoys writing and publishing articles of interest and essays in medical and legal publications
